The first two elements constitute the physical or material basis of the state

while the last two form its political and spiritual basis.

• The population is the most important element and without a population, a state cannot be formed.
• A human political institution is a state and also it is a community of persons.
• The territory of a state must be definite and the size of the territory has to be a well-marked position
• The organization that implements, and enforces the law of the state is called the Government.
• Sovereignty is the supreme power of the people in the state and it regulates the life of people living in the territory.
