Explanation

Ctrl F5: Forced Reload a Webpage in Google Chrome or other Web Browsers.

NOTE:

F5 reloads the page from the server but uses the browser's cache for page elements like scripts, images, CSS stylesheets, etc

But Ctrl+F5 reloads the page from the server and also reloads its contents from the server and doesn't use the local cache at all.
