In MS Word 2016, the "Cover Page" option is available in the "Insert" tab.

You can access it by:

1. Open your document in MS Word 2016
2. Click on the "Insert" tab in the ribbon (top menu)
3. Click on the "Cover Page" button in the "Pages" group
