Explanation

The Act of 1909, also known as the Morley-Minto Reforms, enlarged the size of the Central as well as Provincial Legislative Councils.

This reform introduced elections to legislative councils and admitted Indians to councils of the Secretary of State for India, the viceroy, and to the executive councils of Bombay and Madras states.
