Todar Mal was the Revenue Minister of Akbar, the third Mughal Emperor, who ruled from 1556 to 1605.

Todar Mal is credited with reforming the revenue administration and introducing the "Zabti" system.

It helped to increase state revenue and promote agricultural development.
