According to Article 67 of the QSO (Qanun-e-Shahadat Order), bad character is relevant only if:

Accused is a public figure

Prosecution demands it

The accused has no lawyer

Good character is also introduced

Article 67 says bad character evidence is admissible only when the accused introduces evidence of good character.
