Explanation

The Montagu-Chelmsford Reforms were a series of constitutional reforms introduced by the British government through the Government of India Act of 1919.

The reforms were led by Edwin Samuel Montagu, the secretary of state for India from 1917–22, and Lord Chelmsford, the viceroy of India from 1916–21.
