Explanation

The Local Government system introduced by Pakistan's National Reconstruction Bureau in 2001 established a three-tier structure:

1. District Government (Top tier)
2. Tehsil/Town Government (Middle tier)
3. Union Council (Grassroots tier)

This reform was part of General Musharraf's devolution plan under the Local Government Ordinance 2001.
